Don’t Pay For Bail Again – Police IG Warns Nigerians

Over the period, the police authorities have stressed that the payment for bail at police stations is illegal.

Again, the Acting Inspector General of Police, Solomon Arase, has stated that it is improper for police officers to request for money from suspects for bail.

Arase warned that he will no longer accept such from his men because his administration will have zero tolerance for corruption.

The police chief said he will not hesitate to prosecute any officer found guilty of such crime.

Arase, addressing officers at his maiden visit to the Lagos State Police Command in Ikeja, also warned that henceforth, every police officer must have sufficient evidence to arrest and interrogate any suspect, which is the normal practice worldwide.

The police boss said he is ready to “resurrect the Enugu Intelligence Training School” to enhance the intelligence gathering of the Force. He added that officers would be retrained regularly to keep them abreast of the latest form of policing.

“I want to discourage custodian approach to policing,” Arase said, explaining that “this will reduce the cases of seeking for bail and unnecessary detention of suspects in our cells.”

“To put a stop to the issue of bribery, we have a platform in the Nigeria Police; in the intelligence department attending to all complains especially in the area of corruption,” he stated.

Arase advised his men to “feel free to send any complaint to that department,” stressing that “bail is free and all those offering money to the police are also corrupt.”

“I am passionate about the intelligence school that is why I am determined to invest on capacity building.

I am going to resurrect the Enugu Intelligence Training School and ensure that officers are trained and retrained.

They need to be up to date with the modern trend of investigation. It’s obvious that they do things out of ignorance,” the top cop said.

Buhari Shocks APC Governors, Rejects Ministerial List

PRESIDENT-elect, General Muhammadu Buhari appeared to have dashed the hopes of the governors elected on the platform of the All Progressives Congress (APC) when he rejected their plans to submit a ministerial list to him.

The APC governors, led by Governor Rochas Okorocha of Imo State, had, last Tuesday, visited Buhari in Abuja to pledge loyalty and make some demands.

At the meeting, some requests were placed on the table openly, while the request to drop the list of possible ministers came up for discussion behind the closed door.
Sources close to the meeting between the governors and General Buhari indicated that the state chief executives came out of the visit with heavy minds.

Planning to maintain the tradition already instituted by the Peoples Democratic Party (PDP) where the state governors as party leaders in the states are requested to submit list of possible ministers and Ambassadorial appointees to the president, the governors threw the request at Buhari.

But it was learnt that the General rejected the proposal and declared that the Constitution does not mandate him to take a list of ministerial nominees from them.

The president-elect was also said to have rejected the call for a bailout for the states that have been unable to pay salaries, with a source informing Sunday Tribune that the General flatly rejected the proposal, saying the he was aware the Federal Government was not owing the states their allocations.

A source close to the discussion told the Sunday Tribune that General Buhari told the governors that those of them in their second terms could not complain about the state of government finances, as they have all been collecting allocations from the Federal Government all along.

A source in the know said: “The governors practically went out of the visit with their tails between their legs.

The General first threw aside the request that he grant bailout to the states.

He told them that the governors going for second term in office cannot complain about the state of the economy, having collected all their allocations to date from the Federal Government. He ruled out the possibility of bailout.

“The General was also very unequivocal when he was told that the governors want to submit a ministerial list to him.

He clearly said he cannot go into that discussion. He insisted that the Constitution does not mandate him to collect such list from the governors and that the state chief executives should concentrate on sourcing good materials that would help them run the states adequately.”

The source quoted Buhari as saying that “I do not think we can discuss that issue of Ministerial list.

The Constitution clearly does not mandate me to take a list from the governors.

To me, the governors should concentrate on getting good hands to help them in discharging their duties in the states.”

The APC governors had made a meal out of their meeting with General Buhari last week, with media reports indicating that they were in Abuja to submit ministerial lists to the president-elect.

But the sources said that they left the meeting disappointed, as the General turned down their two major requests.

Buhari’s ministers, lawmakers to get N9bn housing, furniture allowance

Senators and members of the House of Representatives that will constitute the 8th National Assembly and ministers to be appointed by President-elect, Gen. Muhammadu Buhari (retd.), will on assumption of office receive welcome perks amounting to N9bn.

The perks of office include the housing allowance which each of the incoming office holder is entitled to receive once a year, the furniture allowance which they are entitled to once in four years and motor vehicle loan which they are entitled to once in their tenure.

The perks are some of the non-regular allowances that the political office holders are entitled to as prescribed by the Revenue Mobilisation, Allocation and Fiscal Commission.

There are other allowances, both regular and irregular ones, but housing, furniture and motor vehicle are paid at the beginning of the tenure of the office holders to ensure that they settle down appropriately.

Housing allowance for the political office holders is 200 per cent of their annual salaries; furniture is 300 per cent and motor vehicle loan is 400 per cent.

The Senate President and the Deputy Senate President are not entitled to this allowance because their own accommodation is to be provided by the Federal Government.

Similarly, each member of the House of Representatives will be paid N3, 970,425 as housing allowance on assumption of office.

This means that the 358 representatives will be collecting a total of N1, 421,412,150 as housing allowance. Again, the Speaker and Deputy Speaker of the House of Representatives are excluded from this allowance as the Federal Government is to provide their own accommodation.

The principal officers of the National Assembly also benefited from the sale of Government houses. As a result, the Federal Capital Territory Administration is at present building new houses for the lawmakers that will emerge as the Senate President, the Deputy Senate President, the Speaker and the Deputy Speaker.

For furniture, each of the senators is to get N6, 079,200. The furniture for both the Senate President and his deputy are to be fully provided by the government. This means that 107 senators will get a total of N650, 474,400 as furniture allowance. Furniture allowance is paid once in four years.

The National Examinations (NEC) Committee of WAEC on Thursday said that it had cancelled results of candidates involved in examination malpractices at the 2014 examinations.

Mr Damianus Ojijeogu of the Public Affairs Department in WAEC disclosed this in a statement in Lagos.

He said that the decision was taken at the 59th meeting of the committee.

waec cardOjijeogu said that the communiqué of the meeting was signed by an officer at the Public Affairs Department of WAEC, Mr Damianus Ojijeogu.

It said the committee reviewed a report on irregularity and special and clemency cases arising from the conduct of the May/June 2014 West African Senior School Certificate (WASSCE) at the meeting.

The statement said that the communiqué also said that the committee considered a report on the conduct of the November/December 2014 WASSCE, including irregularity cases arising from the conduct of the examination. It said that there were proven cases of malpractices by some candidates.

“In the course of considering the various reported cases of malpractice, the committee, after diligent deliberations, approved appropriate sanctions in all established cases of malpractice.

“This action is as prescribed by the rules and regulations governing the conduct of the council’s examinations.

“It approved that the entire results of such candidates involved in proven cases be cancelled.

“The communiqué also recommended that the subjects’ results of those involved in proven cases of malpractice be similarly cancelled.

“ In addition, some candidates will also suffer other sanctions such as barring them from sitting for the council’s examinations for a certain number of years,” it said.
The statement said that the decisions of the committee would be implemented without delay, while the affected candidates would be duly informed by the council. It, however, said that the results of candidates exonerated by the committee would be released.

According to the communiqué, the committee’s sanctions will also be imposed on all the ad-hoc examination staff that condoned the malpractice.

“The committee has directed all the ad-hoc examination functionaries, who were indicted of involvement or condoning malpractice during the conduct of the examination, be reported to appropriate state Ministries of Education.

“The ad-hoc examination functionaries, who participated during the November/December 2014 WASSCE, would also be reported to relevant bodies for disciplinary action.
“This will be in addition to the sanctions imposed on them by the council.

“The committee, as in previous meetings, strongly expressed concern at the alarming incidence of malpractice in examinations and urged stakeholders to join hands in curbing the menace,” it said.

According to the communiqué, identified weaknesses of candidates are mentioned in the reports including poor mathematical skills and Geography 3.

It also identified other weaknesses ranging from poor handwriting, omission of units in their final answers to numerical problems in Physics 2 and inability to spell technical terms correctly as observed in Biology 3 and Health, among others.

The communiqué suggested the need for students to learn the basic principles and concepts in the various subjects and apply them in solving everyday problems as some of the remedies.

It urged the Federal Ministry of Education and the National Universities Commission to urgently facilitate the recognition of the newly introduced trade subjects.

According to the communiqué, these subjects should be added to the list of acceptable subjects for admission into universities.

It said that the committee had, before their deliberations, unanimously elected Mrs Fatima Abdulrahaman to act as the chairman.

Abdulrahaman is the National President, All Nigeria Confederation of Principals of Secondary Schools (ANCOPSS).

PDP May Be Heading For Its Final Burial – David Mark

Senate President David Mark says PDP may be heading for its final burial following the mass defection and accusations and counter accusations that have rocked the party since it loss in the presidential elections.

Senator Mark gave the warning while receiving members of the party’s post-election committee led by Senator Ike Ekweremadu in Abuja today May 6th.

“Unless we halt the bleeding and find the necessary therapy, we may be heading for the final burial of the party. The party (PDP) is already comatose and we should do all we can to resuscitate the party rather than this unnecessary rancour and bulk passing. The emerging factions (in PDP) are absolutely unnecessary. The combatants must sheathe their swords and embrace dialogue. My appeal is that we should not do anything further that would damage the already-fragmented house. Everybody should come together and rebuild the party. We have gotten enough bruises. We need not inflict further pains on ourselves, with continuous bickering. Enough of this blame-game. We should return to the drawing board and need not wash our dirty linen in the public, anymore. I believe a useful lesson has been learnt from the PDP electoral misfortune. As for me, it is time to put on our thinking caps and chart a new course. I trust Senator Ekweremadu that he and his team will do a good job and unearth the remote and immediate causes of our misfortune and make recommendations that will enhance the future of the party. I have worked closely with the deputy president of the senate over the years and I know his capability and capacity to handle issues.”the statement read.

Nigerians Are Expecting Too Much From Me, I’m Nervous – Buhari

President elect, Maj. Gen. Mohammadu Buhari has said he is getting nervous as the expectations of Nigerians from him are too high.

He asks there was therefore the need to sensitise all to set realistic targets.Buhari said this at a meeting with the APC governors-elect at Defence House, Abuja, on Monday.

He also lamented the poor state of the economy which has made it difficult for both the federal and state governments to meet their obligations to workers.

The President-elect was responding to pleas by the incoming governors for him to prepare a sort of bail out for states to enable them pay salaries.

Buhari said, “The expectation is too high and I have started nervously to explain to people that Rome was not built in a day.

”According to him, it is sad that the nation is grappling with security challenges while the economy is lying prostrate with most states unable to pay salaries in spite of the revenue we earned from 1990 till date.

He also said, “For this to be corrected, please give the incoming government a chance. Here, I will like to recall what happened during the Abacha regime which led to the emergence of PTF.

”The former military ruler recalled that, “The Abacha regime was a military regime and it thought that the only way was to increase the prices of petroleum products, but they were not taking Nigerians for a ride.

“They could have said if Nigerians decide too riot, they have the guns and so they can have their way.

They decided to tell Nigerians that they were going to increase prices of petroleum products and the money we get, we will put aside for development.

That was how PTF came.”Perhaps in a veiled reference to what his administration is planning to do to mitigate the effects of the economic down turn, Buhari hinted at embarking on public enlightenment to galvanise public support for his economic policies.

The President-elect said, “This time around, under this system, to bounce back with the issue especially with the backlog of salaries which are of immediate concern to individuals and states, I think we should look for a better way to address the issue and think of how to persuade people to give us a chance to organise the economy immediately and get something to pay salaries.

”He reaffirmed his determination to give priority to securing the lives and property of Nigerians because according to him no meaningful development can take place without security.

PHOTOS: Panic As Pupils, Students Find Grave In Classroom

There was pandemonium at the Iguodala Primary School in the Uhunduhun Oredo Local Government Area of Edo State after pupils stumbled on a fresh ‘grave’ in one of their classrooms. The incident was said to have happened shortly after the morning assembly on Monday.

The pupils and their teachers were said to have raised the alarm and raced to the school gate on sighting the ‘grave’ which had blood sprinkled on it.

The Head Teacher, Georginia Ilongwo, who later alerted the Esigie Police Division to the incident, described it as “shocking.”

“After the pupils and teachers raised the alarm, people around trooped into the school premises. I informed the Odionwere community leaders, the Ministry of Education, the Nigeria Union of Teachers and the Parent-Teacher Association. All of them advised that we call the police.
“When policemen came, they said they would assess the scene today (Tuesday). We were all surprised because since I started teaching here, I have never experienced such a thing.”

According to Punch, she added that many parents did not allow their children to attend the school on Tuesday because of the incident.
When our correspondent visited the school, the ‘grave’ still looked freshly dug. A pair of knickers and a T-shirt were seen on the floor of the classroom.

Some policemen said they suspected that something or someone was buried in the grave.
They added that they kept watch until some cemetery workers from the council came at about 11.40am.

The men were, however, stopped from further digging of the ‘grave’ by some health officials after they dug three feet into the ground.
The officials said there was no sign that a corpse had been buried at the site.

A Deputy Director in the Health and Environment Department of the council, Mr. Sylvester Usoboh, said,
“We have removed the earth that was dug and got to the stronger part, an indication that no further digging was done, and nothing was found.Maybe the police may investigate further; but we did not find anything.”

The Divisional Police Officer, CSP Akeke Eni, also allayed the fear of the community that the remains of an unknown person could have been buried in the school.

“It is an empty ‘grave’. It was initially suspected to contain something, but we have discovered that there is nothing inside.”

Boko Haram Many rescued girls pregnant – UNFPA

According to reports, a large number of girls rescued from Boko Haram have been found to be pregnant.

This revelation was reportedly made on Sunday, May 3, by the Executive Director of the United Nations Population Fund (UNFPA), Babatunde Osotimehin.

According to Vanguard, unofficial reports put the number of visibly pregnant girls at 214.

Osotimehin is said to have given the indication while providing updates on the response to the rehabilitation of the rescued women and children, said the organization.

“What we found is that some of the women and girls that have come back actually have much more in terms of the stress they have faced, so the counselling has to be more intense and working with them one-on-one,” he said.

“I’m glad the communities are not excommunicating them and are taking them back. That is an important therapy too. We anticipate this is going to escalate because the military intervention is continuing, we find that more people are now needing our services and we will continue,” he added.

“Beyond that, in the growing young people, we will always have pregnant women, but nobody segregates the needs of the pregnant women which are very important and different from the needs of the average community. We look after them, and ensure they get antenatal care and that they deliver properly and that they even get Caesarean Section when necessary,” Osotimehin said.

He also stated that the organization in collaboration with the Federal and state governments had undertaken the enormous task of restoring the dignity of the girls, who, he said, are facing severe psychosocial trauma.

Nigerians Spend More On Recharge Cards Than Food

Nigerians may be spending more money to recharge their phones than they spend on feeding, a recent survey by the National Bureau of Statistics (NBS) and the World Bank has indicated.

The result of the General Household Panel Survey conducted by the NBS in collaboration with the World Bank Living Standard Measurement Study Group indicated that each household in Nigeria spends an average of N20,874 on recharge cards, N14,620 on food N33, 373 on house rent, N13,860 on petrol, N7,748 and N6,660 on kerosene on a monthly basis.

Using the data as a basis to calculate for the entire country showed that on average monthly, Nigerians spend about N449.73 billion on recharge cards, N399.65 on food, N143.3 billion on kerosene, and N149.17 billion on house rent.

The data also showed that Nigerians hardly use mortgages facilities to pay for their homes, but rather purchase houses directly. According to the data, the amount spent to service mortgages was the least of the expenditure profile of the average Nigerian family with an average of N3.09 billon used monthly as against the monthly estimate of N149.17 billion spent on payment of house rents monthly.

According to the NBS, 5000 households were selected from the NBS’ annual general household database (cross-sectional covering the six geo-political zones) and surveyed to generate the data released in the GHS Panel report for 2012/2013.

Though the data above indicates average expenditure patterns by per household in Nigeria, it was enlarged to cover the entire population in the country.

The NBS estimates that the average Nigerian family had 5.7 people per household. Using a population of 170 million as at year end 2013, an estimated 29.8 million households were gotten for the entire country.

Man Orders Wife To Refund N1.4 Million He Spent In Marrying Her In Lagos

A middle-aged-man identified as Collins Nduka, on Thursday, April 30, 2015 pleaded with an Ojo Customary Court in Lagos State to order his wife, Sefinat Nduka, to refund N1.4 million he spent in marrying her.

Nduka told the court that his wife, whom he married three years ago, was unfaithful and had decided to abandon her matrimonial home for more than a year.

“I would want a refund of the amount that I spent as marriage and dowry expenses because she has become unfaithful.

“My wife is not faithful to the marriage because she has other relationships apart from me and I no more love her. After all, she has not given birth to any child for me.

“The most painful thing is that she has parked all my belongings in my house to an unknown place in addition to her emptying my shop which I stocked with over N750,000,” he said.

The aggrieved man further narrated how their union of three years was threatened as his wife seemed to have obviously lost interest in the marriage.

“I invited my friends from outside the country to make the marriage an expensive one and after it, she wants to leave me for another man, I need my dowry so she can be free,” Nduka said.

He pleaded with the court to dissolve the marriage and order Sefinat to return his belongings which she allegedly parked away and money to him so that he could continue with his life.

Sefinat, who did not show up at the court had earlier indicated her interest in getting a divorce while maintaining that she she did not cart away her husband’s property as he had alleged.

President, Chief Joseph Ogunmola, advised Nduka that divorce might not be the best alternative and urged him to invite his wife in court before a concensus would be reached on the matter.

He said, “The court does not dissolve any marriage except in extreme cases, we need the consent of both parties before judgment so she must be invited.”

Ogunmola, therefore, adjourned the case to Tuesday, May 19, 2015 for further hearing.

Kogi workers to go on strike over salary

Civil Servants in Kogi state may soon embark on an indefinite strike should government carry out its planned 40 percent salary cut.

Vice Chairman of the Nigeria Labour Congress, Comrade Suleiman Abdullahi announced to Journalists on Tuesday in Lokoja after the meeting of the State Working Committee. He said the decision to pay junior workers on levels 1- 6 full salary while officers on levels 7 and above 60 percent was unacceptable.

Comrade Abdullahi disclosed that the workers through their union were not involved in the obnoxious decision to shortchange them of their paltry take home monthly payment, pointing out that the so called shortfall in the monthly allocation from Federation account should not be a burden on the workers.

He said the Nigeria Labour
Congress has therefore given government 24hours ultimatum to change its plan or face the wrath of workers in the state, threatening that all government activities will be paralyzed.

“There are several avenues that government can source for fund to augment the dubious shortfall, especially reducing astronomical number of political appointees as well as their jumbo salaries and allowances.

NLC therefore warned that should the government go ahead to post the 60 percent of the normal salaries into accounts of the category of workers, it should be considered as bonus and not salaries.

The Union however appealed to the workers to remain calm and wait patiently for the expiration of the 24 hours ultimatum given to the state government.

Boko Haram Going International:- ‘Boko Haram In Zimbabwe En Route South Africa’

Nigeria’s jihadist group, Boko Haram, is in Zimbabwe and could soon reach South Africa, reports the UK-based news outlet ZimEye, citing Zimbabwe’s national intelligence agency.

According to the Zimbabwean news website, the Central Intelligence Organisation (CIO) issued an intelligence report, warning that the Islamist militant group is in Zimbabwe en route to neighbouring South Africa.

ZimEye added that the South African intelligence service has alerted police officers in Zimbabwe’s Matebeleland region about Boko Haram’s intentions to infiltrate South Africa.

Other Zimbabwean media outlets have picked up the story. One outlet, Harare24, claims, “Officers were yesterday called for duty at around 9pm and are now temporarily stationed at selected police stations where they camp.”

iHarare reports that police spokespersons have not responded to a request for clarification on the original ZimEye report, and official statements from the government of Zimbabwe regarding Boko Haram’s potential presence in Zimbabwe do not appear to exist.

The Matebeleland region borders South Africa, where the jihadist group may seek to “carry out revenge attacks for the ill-treatment of several Nigerian nationals in the ongoing xenophobic attacks” that have left seven people dead and displaced thousands more from their homes, notes the news website.

Boko Haram released propaganda this month threatening to kill South Africans in retribution for the wave of xenophobic violence affecting Nigerians and others in that nation, though it was believed that Boko Haram members would find and kill South Africans in the areas where they operate: Northeast Nigeria, Chad and Cameroon.

Boko Haram reportedly released a video nearly two weeks ago urging South Africa to end the xenophobic attacks taking place within its borders.

Zimbabwe’s online news outlet iHarare reports that in the video, which has not yet been verified as authentic, Boko Haram warned that it would execute all South Africans in Nigeria, Chad, Niger, and other surrounding countries if the government of South Africa failed to contain the situation.
